Update the decider entry: the project now has three sizes (0.8B, 2B, 35B-A3B) and a write-up.

• Title and description cover the family instead of the 2B only; the 35B-A3B (Qwen3.5-35B-A3B-Base, routed experts frozen) is the model in the index as decider-35b-nvfp4.
• Links: hf now points at the 35B, hf2 at the 2B, and a blog link to the write-up on dev.to.
• Metrics refreshed from the GitHub and Hub APIs today (296 stars, 70 Hub likes on the 2B).
• Tags extended. Date left at the first release.

The description quotes the calibration number from Decision Index 0.1 (ECE 3.1 points) as the site reports it; happy to drop that clause if you would rather the tracker not cite the index.
