Confirmed, it’s not a bug or a mistake on your end, HF officially changed this: Gradio and Docker Spaces now require a paid plan (PRO for individuals, Team/Enterprise for orgs) to create, only Static Spaces stay free for everyone. It rolled out without much of an announcement, other users noticed the same thing a couple months back with zero changelog entry either. Free personal accounts do get an exception: 2 Gradio Spaces on ZeroGPU if the account is 30+ days old, but Docker has no free path at all now, and new/young accounts are stuck with Static only.
